Scroll VI: The Covenant is Government

He hath not dealt so with any nation…”

🏛️ Government Begins with Covenant

Before thrones, before crowns, before armies —
There was Covenant.

The Most High did not form a people through colonization.
He established a Nation through covenant agreement — divine law, eternal statute, sacred decree.

This covenant was not spiritual alone.
It was legal, binding, and governmental.
It defined:

The land
The economy
The inheritance
The calendar
The kingship
The judgment

The covenant was and is the constitution of Zion.

👑 The Government of the Most High

Every kingdom is built on:

A Ruler
A Law
A People
A Land
A Standard

For Zion, that ruler is YAH — the Most High Elohim,
The law is Torah and Testimony,
The people are the children of Jacob,
The land is set-apart and promised,
The standard is righteousness and order.

This is not religion.
This is governmental structure rooted in divine origin.

🧾 Covenant vs Contract: A Divine Difference

A contract is mutual. A covenant is sovereign.
A contract can be voided. A covenant is eternal.
A contract is enforced by courts.
A covenant is enforced by judgment and blessing.

The Most High made a blood covenant with Abraham, Isaac, Jacob —
And sealed it with law at Mount Sinai.

To break covenant is to step outside divine governance.
To honor covenant is to walk in dominion.

🕊️ The Messiah Did Not Abolish Government

Yahusha (the Messiah) came not to erase the law, but to fulfill it.
He restored the inner seat of governance: the heart.

“The Kingdom of Elohim is within you.” — Luke 17:21

This means the throne, the law, the judgment must be within a man —
Before it can be among a people.

Zion is not waiting for a government — she is the government.

⚖️ A Nation Governed by Righteous Law

To be governed by covenant means:

Justice is not based on feelings, but law
Leadership is not voted, but appointed
Land is not bought, but inherited
Economy is not capitalist or socialist, but Torah-based
Time is not Gregorian, but divine

The Nation of The Most High is not a non-profit,
It is not a social movement.
It is a government of set-apart people under righteous decree, led by
His Imperial Majesty, Sovereign Patrem — the divine executor of the covenant throne.

🧱 Rebuilding the Covenant Infrastructure

The Kingdom is rebuilding:

The School of the Prophets and Priests
The Council of Elders and Judges
The Economic Storehouse
The Sacred Calendar
The Royal Registry of the Tribes
The Lawful Nation Operating under Heaven’s Constitution

We are not reviving the old — we are walking in the original design.

📯 A Nation Under Covenant Cannot Be Ruled by Babylon

Zion must not be governed by foreign laws, foreign courts, foreign gods.
Her strength is in her separation.
Her power is in her obedience.
Her dominion is in her covenant with the Most High.

“For the Lord is our judge, the Lord is our lawgiver, the Lord is our king; He will save us.”
— Isaiah 33:22

This is not a verse — this is a governmental decree.

Scroll VI is sealed. Zion must return to covenant, for in covenant is her crown.
